Institutional framework for the protection of the cultural identity of indigenous peoples in the Leningrad region

Annotation

The article constitutes a review, systematization and analysis of authority of government bodies, subordinate institutions and advisory councils of the Leningrad region in the field of protection of the ethno-cultural identity (cultural identity) of the indigenous small-numbered peoples of the Russian Federation living in the region. Recommendations related to the possible reform of legal regulation in the relevant field are proposed — the necessity of creating a position of the Commissioner for the Protection of the Rights of Indigenous Small-numbered Peoples of the Russian Federation in the Leningrad Region, making changes to the personal composition of the Advisory Council on Affairs of Indigenous Small-numbered Peoples under the Committee on Local Self-Government, Interethnic and Interfaith Relations of the Leningrad Region, the introduction of a system of “national quotas” in elections to representative bodies of local self-government operating in places of compact settlements of vepsians, izhorians and votians, are substantiated.
