The right to the protection of cultural identity

Annotation

The article is devoted to the issues of legal regulation of interethnic relations on the example of the legal status of the indigenous peoples of the Leningrad region. The article highlights two gaps in the federal regulation of interethnic relations, which most adversely affect the preservation of the ethno-cultural identity (cultural identity) of the indigenous peoples of the Leningrad region. Firstly, the problem of izhorians’ and votians’ legal recognition as “indigenous small-numbered peoples of the North, Siberia and the Far East of the Russian Federation” is touched upon. Secondly, the order of payment of social pensions due to old age, to which citizens from among the small-numbered peoples of the North are entitled, has been analyzed (in relation to the territory of the Leningrad region). Recommendations on reforming federal legislation in order to prevent discrimination against individuals, belonging to the community of the indigenous peoples of the Leningrad region, in connection with their place of birth and residence are proposed.
